ABOUT THE HRD&I PROJECT

The Health Research Development and Innovation (HRD&I) project aims to strengthen the capacities and collaborations of public and private institutions to use evidence-informed policy analysis for increased financing commitments for HRD&I. The project will focus on increasing domestic and ODA funding, improving collaborations and technical partnerships, and enhancing the uptake of health innovations on the continent. The HRD&I ecosystem in Africa is characterized by a diverse range of stakeholders, including government agencies, academic and research institutions, private sector companies, and non-governmental organizations (NGOs). Despite significant progress in some areas, the ecosystem faces several challenges such as limited funding, fragmented efforts, and inadequate infrastructure. Strengthening this ecosystem involves building robust partnerships, enhancing research capacities, and fostering an environment conducive to innovation. The project will address these challenges by :

  • Promoting evidence-based policy making to secure increased investments in HRD&I.
  • Facilitating high-level multi-sectoral collaborations to align efforts and leverage resources.
  • Supporting the development and scaling of health innovations that address the continent’s priority health needs.

OBJECTIVES OF THE MISSION

The consultant will conduct a situational and landscape analysis, including a stakeholder mapping of the HRD&I ecosystem in Côte d’Ivoire. This will involve :

  • Assessing the current state of HRD&I in Côte d’Ivoire by evaluating the existing infrastructure, policies, and initiatives related to health research, development, and innovation. This assessment will include an analysis of current projects, funding mechanisms, and the capacity of local civil society organizations to carry out HRD&I activities.
  • Identifying key stakeholders and their roles by mapping out the major players in the HRD&I ecosystem, including government bodies, research institutions, private sector entities, NGOs, and international partners. This will help in understanding the roles, responsibilities, and interactions between different stakeholders.
  • Mapping out opportunities and gaps in the HRD&I ecosystem, specifically identifying strengths, weaknesses, opportunities, and threats within the HRD&I landscape. This will involve pinpointing areas with significant potential for growth and development, as well as identifying critical gaps that need to be addressed to enhance the ecosystem’s effectiveness.
  • Roles and Responsibilities

    DELIVERABLES

    The contract will be executed over a period of two months with the following deliverables :

  • A comprehensive situational and landscape analysis report.
  • A stakeholder mapping report.
  • Recommendations on opportunities for enhancing the HRD&I ecosystem in Côte d’Ivoire
  • Requested Profile

    PROFILE OF THE CONSULTANT

  • At least seven (7) years of experience in public health, policy and research, sustainable development, or other relevant fields in Africa.
  • Proven experience in conducting similar exercises
  • Strong knowledge of data collection and analysis methods and tools.
  • Excellent analytical, writing, and communication skills in French (English is a plus)
